I'm not that fond of the FR setting, so I might run a game myself if anyone is interested.
The rules will be something of a 1e and 2e hybrid.
First come up with a set of the six normal stats using the 4d6 drop the lowest and arrange according to taste method.
Post them here and I'll tell you what race and class combos you qualify for. If you have one in mind from the start, you can take the minimum necessary scores to get it if they can't be obtained naturally on the dice due to bad luck.
The 1e versions of assassins and monks are available as are half-orcs. It is not automatically an evil campaign, but evil characters won't automatically be turned down.

A bit of setting to get you started:
The City is called Tera Prima. It is the capital of the Human Empire on Tera (whether Tera is a planet or a continent is still an open question). In theory, the city is directly under the rule of the emperor, Cestus Steel. In fact it is controlled by various trade guilds, temples, and cabals.
Law enforcement has by and large given up on enforcing the law. They leave that up to the Thieve's Guild and the Assassin's guild. After all, if you're going to have crime it might as well be organized.
The thieves and assassins have guilds. These guilds are as legitimate and slightly more respected than the merchant's guild (the thieves are honest about stealing and give a fairer price than the merchants). The guilds don't take kindly to freelancers infringing on their territory. Insurance can be purchased from the thieve's guild for a modest sum. The assassins guarantee they won't kill you unless they are payed to do so.
While there are numerous inns, taverns, and alehouses in Tera Prima, two stand out: The King of Wands towards the west side of the city on the Street of Wands and the Ace of Swords towards the east side on the Street of Swords. The King of Wands is a respectable, upscale, family pub. The Ace of Swords isn't.
There are temples of many Gods. Exactly how many is still up in the air, but pretty much every God of the human Empire's over-all pantheon is represented, even if only in an alcove of the large Temple of the Other Gods for thsoe Gods that don't have a big enough cult to have their own temple.
